Personal Insurance Federation Of California Promotes Phyllis Marshall

Dan Dunmoyer, president of the Personal Insurance Federation of California (PIFC), says Phyllis Marshall has been promoted to vice president, Legislative and Regulatory Affairs from senior legislative counsel, effective Feb. 1.

"Phyllis has been extremely effective and diligent in communicating the views and opinions of personal lines insurers in the legislative and regulatory arena in California for the Personal Insurance Federation," noted Dunmoyer. "I am pleased that she has accepted her new responsibilities with the same enthusiasm and dedication she displays each day in her lobbying relationships with the Executive Branch, Legislature and the Department of Insurance."

Bill Mellick, chairman of the PIFC Board and President and CEO of 20th Century Insurance Co., added: "Phyllis is a recognized and respected leader in the lobbying corps in Sacramento. Her accomplishments each year on behalf of the membership of PIFC have resulted in legislative and regulatory laws that benefit millions of personal lines insurance customers throughout California. We are pleased to have her on our team."

Marshall joined PIFC in 1994 as Senior Legislative Counsel. She also serves as lead lobbyist on tort reform and civil justice matters, and represents PIFC member companies before the Department of Insurance on regulatory matters.

Prior to joining PIFC, she was a practicing insurance defense attorney in San Francisco. Her area of practice included construction defect, toxic tort, breach of contract, premise liability and general negligence.

Marshall holds a Juris Doctor from Hastings College of Law, San Francisco where she was a member of the Hastings Law Journal and received the Hastings Alumni Scholarship for her academic achievement and campus participation. She also is a licensed registered nurse, and holds a Bachelor of Science degree from San Jose State University.
